It is with deep love and profound sadness that we announce the passing of Colonel (Ret.) Anthony E. "Tony" Manning, Sr., 86 of Richmond, Virginia, who passed away on October 17, 2025, surrounded by his devoted family and friends.
Born on May 30, 1939, in Richmond, Virginia, to Walter and Eloise Manning, Tony lived a life defined by honor, service, and steadfast devotion- to his country, his community, and, most especially, his family.
A proud native son of Richmond, Tony graduated from Virgina Union University in 1961 with a Bachelor's degree in Biology, where he also became a distinguished member of Alpha Phi Alpha Fraternity, Inc. That same year, he answered a higher calling and enlisted in the United States Marine Corps, embarking on what would become a remarkable 28-year military career.
During his service, Tony served in over 12 commands as a logistician and supply officer commanding troops and directing movement of vital resources to critical areas of the world. He also served as a commanding officer for two major commands and provided direct support for leaders, including the Assistant Secretary of the Navy and Commandant of the Marine Corps. His assignments took him across the globe, including tours in Okinawa, Hawaii, Cuba, Europe, Asia, and stations throughout the United States.
A decorated Vietnam veteran, Colonel Manning earned more than 39 medals and commendations during his years of service, including three Legion of Merit Medals, a Meritorious Service Medal, three Navy Commendation Medals with Combat "V", an Army Commendation Medal and a Combat Action Ribbon. Among his many contributions, he was also a principal architect of the Marine Corps' first Human Relations Program, addressing race relation issues during the 1960s and 1970s – a legacy of leadership and courage that defined his service.
Following his retirement in 1989, Tony returned to his beloved Virginia Union University, serving as Vice President of University Relations before transitioning into the corporate sector as Vice President of Human Resources for Dominion Energy. His influence extended beyond his professional achievements – he served on numerous corporate boards, community committees, and civic organizations, always working to uplift others.
Known for his humor, storytelling, mentorship, and generosity, Tony's presence filled every room he entered. He was a lifelong learner who earned a Master's degree in Education from the University of Southern California, pursued ongoing professional certifications, and inspired others to value education and self-improvement.
Outside of his professional life, Tony found joy in camping, reading, golf, traveling the world with his beloved wife, Marcia, and sharing laughter and wisdom with friends and family. A devoted father, he was ever-present – coaching youth football, baseball and soccer teams, and serving as a Boy Scout leader, modeling leadership and integrity for generations to come.
Above all, Colonel Manning considered his family his greatest accomplishment. He is survived by his devoted wife of 62 years, Marcia; their three children, Tony Jr. (wife Jennine), Shaun (wife Tammy), and Nichole (husband Anthony Ashe); and four cherished grandchildren; Justin, Mirabel (mother-Kaisa), Amani, and Noble. He also leaves behind a legacy of love, service, and excellence that will continue to inspire all who knew him.

Viewing will take place on Friday, October 31, 2025, from 1:00 p.m. to 8:00 p.m. at Manning Funeral Home in Richmond, Virginia. The family will receive friends from 6:00 p.m. to 7:30 p.m. that same evening. Viewing will also be available Saturday, November 1, 2025, from 10 a.m. to 11:30 a.m., followed by the Celebration of Life Service at Noon at Manning Funeral Home.
